This paper discusses barrier free / universal design on websites, that is, web accessibility. First, we discuss the significance of web accessibility in modern society. The second chapter based on interviews, describes how a visually impaired person makes use of websites. The third chapter presents on overview of guidelines for web accessibility. In the fourth chapter, we survey the cognitive degree of web accessibility. Our results indicate that the cognitive degree is low. Finally, we suggest new means for raising the cognitive degree of web accessibility.
